I work for a govt task force ( hired specifically for it) whose role is to evaluate the strategic and technological capabilities of a certain large project on a national scale.Whilst this isnt a consulting company, our duties ( including mine) are mostly what would be in the consulting domain: presentations, concept papers, customer engagement, IT advice...mostly advisory stuff on one level or another.Would it be right to consider this role consulting? At the end of the day, we are essentially providing advice to our sponsors ( govt) and also the multitude of public and private customers. We do not develop anything; are purely on providing advice on what, how, when etc...

It could be internal consulting, perhaps. But it sounds like you've only worked on a single project. To call yourself a 'consultant', you really need to have worked on at least a handful of different projects (and by this I mean DIFFERENT projects, not just different phases of the same overall programme).

Well.... kinda. I mean, one of the things that makes a consultant a consultant is that they're not part of the firm's line-and-rank structure (except for internal consultants, but even then they're pretty mobile across the entire organisation). Working on an exciting strategic project isn't in its own right 'consultancy' as such.But... a lot of the skills are the same so if you're looking to apply for consultancy jobs I don't think it's going to hold you back in the slightest. In fact, they'll probably appreciate the solid industry experience you gained within a sort of 'internal consultancy' context. :-)
