Aren't they just consolidating to a location that's nearer to the main clients (to save on hotel costs, lower the cost of office rental, reduce travel, etc.)? Or they may be co-locating with other bits of BAE. If anything I think the intention is to focus in on defence and security - having toyed with financial services previously, they've dropped that. As soon as you move office, you generally need to hire because some people won't want to move, change their kids' schools, etc.
