Ovum, Spectrum, PA and the strat houses all do telco strategy work and regulatory advice. Ovum closest in terms of having a research offering.

You should do a search on this board. I spent years working for Mason who merged with Analysys - they do take graduates, but you need a reasonable knowledge of the telecoms industry. It will be easier for you to getinto Mason,and then transfer to Analysys - Analysys tend to recruit from Cambridge ubi for grads (they are based near there.)
