I am a consultant with a big 4 consultancy, with 7 years experience exclusively in the public sector. I think the time is right for a move, and was considering PA as a good option. Does anyone know if they are recruiting in the public sector, and more specifically outside of London?Thanks for your help

Yes we are. Have a look on the PA website (paconsulting.com) - there should be a link for "Join PA". The public sector practices have done very well this year, with very healthy bonusses indeed !
