I can't speak specifically about PwC, but where I've been party to such conversations with other consulting firms the general consensus has been that recruiters want to see 12-18 months pass before they will be willing to consider a candidate who has previously failed to secure an offer. The argument being that enough time needs to have passed for you to have developed professionally for them to consider giving you another chance on the grounds that you might actually be a better candidate than you were previously.Tony RestellTop-Consultant.com
