There is an agency called Purcon I beleive. Reed also have a procurement recruitment division with excellent consultants. www.supplychainrecruit.com also very reasonable.

Try Proco Exec - http://www.procoexec.com/ - I think they have people focused on consulting and those on industry roles, public and private sector....good luck!
