Either - similar to consulting in the private sector, it depends on the project, the firm, and the kind of work they offer.

They do the real work in the public service, while the cosseted idiots that work there stare at the clock, counting up thier flexi and sick days.Unless you work at PA Consulting, where most consultants are looking for new jobs before all the government contracts are pulled
