It's usually the internal politics that stifles government as well as the risk averse / non can-do attitude. But on this latter point I blame the media - government departments get a hammering when things go bad and hardly a whisper when they do something good. And seeing the general public are their shareholders, who's views are shaped by what the media choose to report on, it's no wonder they're much more focussed on trying to avoid any controversy than trying to improve services.As for internal politics - I guess when you have an organisation that cannot really fire its employees, they end up fighting over each other for an ever smaller piece of power in a bit to rise above the rest.
