Provided you've not told any porkies when you've applied for the job (at least concerning your pay), tell them you'll be happy to submit proof of earnings once you've got a signed contract.

I would refuse. This is an incredible request. The recruiter is clearly trying to maintain a position of strength in which they can offer you the bare minimum to attract you and in doing so are revealing a lack of faith in their ability to recruit effectively. This is not how it works - if they were any good they would recruit in a way in which they felt secure of the quality of their potential hires, and could then offer a remuneration package to suit. It's cheap and nasty to do this.

when an employer gives you a reference, do they state what your salary is?do you ever have to tell a new employer your old salary? you get the going rate for the job, if you are on 20K and get a job at 40K that you can do, then you should get 40K

there is no standard approach to references. some managers/employers are blabbermouths and will say just about anything on the phone, others have to be pushed to even give a 1 line confirmation letter

Thanks for all your constructive suggestions. Actually, I even lose my interests in the employer after I read the ridiculous request.

Good for you - we all need to refuse such requests to stop the creep of this pathetic practise.Maybe you could name and shame the firm...
