HR confirmed that tell day would be in the last week of February.

Is that next week (w/c 20/02) or the week after - which could just as easily be the first week of March?

That's actually an interesting point you raise. Can w/c the 27th February be considered as the 1st week of March?

For me it depends on accountability.HR are going to let me know my promotion outcome in the last week of Feb. Here I am the deliverable recipient and therefore, clearly, the last week of Feb is week commencing 20/02.The client demands I must deliver in the first week of March. Here I am accountable for deliver therefore, clearly, the first week of March is week commencing 05/03.

remember a lot of those promotions were Services promotions which happen throughout the year and are "counted" at September/March but yes, a good round nonetheless
