The whole Tier 1/2 thing really is irrelevant in this context - the quality of people and work is much the same at MBB and the so called Tier 2. It's really just a matter of brand prestige, and the fact that MBB publish more thought leadership papers. ATK are known for it - it is their raison d'etre if you like although they do other work around it also. RB offers ops work, but its not the first thing you would go to RB for. But at this level it's really agenda led stuff rather than service line - growth, restructuring, turnaround or whatever, with RB or ATK then hired in to run diagnostic work to unravel the issues and develop a plan to execute. RB will take you more or less directly into strategy, ATK will put you at the top of the tree in ops (frankly ATK have forgotten more about ops than MBB know about it). The quality of people in both firms is universally high and in my career to date I've yet to meet an exception to that rule from either firm.
