I thought it was a title used for people in the Services workforce (as opposed to Consulting, Solutions or Enterprise). Internally I think they refer to them as 'Level A' (Services have A, B, C, D and E). So its somewhere in the same level as SE or SM (but not a direct comparison). I'm assuming it would be more around sales (selling the services that the Services organisation provides), probably in support of Consulting SEs. Or on a large outsourcing account it might be the head of an outsourced IT unit.
