Consultants can only really be effective if you have a definable scope. With Egypt, the scope is both immense and ambiguous. You cannot simply send in a bunch of smart people. You have to start by defining the problem and seeing if there is buy in and capability to even begin to solve these problems. You have to determine what kind of problem you're solving. Is this an economic problem? Is this a bureaucratic problem? Is this a financial problem? Is this an infrastructural problem?I suspect if you asked the average Egyptian, their response would be "all of the above."Whats more, the problems in that country need to be solved with the buy in of the citizenry and through the work of the citizenry. As we've seen recently, "decrees from above" aren't well received by people.

Regardless of the employer, the situation in Egypt is largely a political problem. Consultants are rarely successful in an organization that is comprehensively dysfunctional.
